Key Responsibilities
1. Project Feasibility & Investment Analysis
-
Financial Modeling: Build and maintain detailed models for residential, commercial, and mixed-use projects.

Investment Metrics: Conduct comprehensive feasibility studies focusing on IRR, NPV, development margins, and sensitivity analysis.

Scenario Planning: Perform complex analysis based on UAE market absorption rates, pricing trends, and cost escalations.
2. RERA & Escrow Compliance
-
Regulatory Adherence: Ensure full compliance with the Dubai Land Department (DLD) and Real Estate Regulatory Agency (RERA).

Escrow Management: Manage project escrow accounts in accordance with Law No. 8 of 2007, monitoring construction progress certifications for fund withdrawals and coordinating with trustees.
3. Budgeting & Cost Control
-
Development Budgets: Manage budgets covering land, construction, consultant fees, and marketing.

Monitoring: Perform cost-to-complete analysis and track contractor certifications and progress payments alongside Quantity Surveyors.
4. Cash Flow & Revenue Management
-
Forecasting: Align project cash flow forecasts with construction milestones.

Revenue Tracking: Monitor off-plan sales collections, SPA payment schedules, and manage VAT implications on real estate transactions.

Liquidity: Ensure adequate liquidity is maintained across all project SPVs.
5. Reporting & IFRS Compliance

Financial Standards: Ensure strict adherence to IFRS 15 (Revenue Recognition) and other relevant standards.

Analysis: Prepare monthly MIS, project performance reports, and feasibility vs. actual variance analysis for senior management.
Qualifications & Experience
-
Certification: Chartered Accountant (CA) or an equivalent professional qualification.

Experience: 7–12 years of real estate development finance experience specifically within the UAE.

Technical Skills: * Advanced Excel financial modeling (mandatory).
-
Proficiency in ERP systems such as Oracle and Kyriba.

Experience in multi-project portfolio management and Joint Venture (JV) structuring.

Regulatory Knowledge: Deep understanding of UAE RERA, Escrow regulations, and VAT.
Key KPIs
-
Achieving Target Project IRR & Gross Development Margin (GDM).
-
Maintaining budget variance within approved limits.
-
Zero penalties for Escrow or RERA non-compliance.
-
High Cash Flow Adequacy Ratio across the portfolio.
